AN ACT ESTABLISHING A CAUSE OF ACTION AGAINST THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION FOR FAILURE TO DESIGNATE LANDS FOR USE BY OPERATORS OF RECREATIONAL VEHICLES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the Department of Energy and Environmental Protection to designate lands for use by operators of recreational vehicles and provide that failure to make such designation shall be punishable by a fine of one hundred dollars per day. Additionally, there shall be established a private cause of action against said agency for persons aggrieved by said agency's refusal to comply with the provisions of the general statutes requiring the designation of such lands. Statement of Purpose: To require the Department of Energy and Environmental Protection to comply with statutes regarding the availability of land for certain outdoor recreational purposes.
