AN ACT CONCERNING BICYCLE SAFETY AND TRANSPORTATION OPTIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require the Department of Transportation to develop and update guidance and standards for protected bikeways, designated bike lanes and complete streets by September 1, 2015, with such requirement to include (1) legislation that will protect bicyclists through intersections, (2) allowance for two-way bike lanes, (3) amendments to existing statute to allow exceptions to the ride-to-the-right rule, (4) a six-month evaluation of a system wherein a driver is allowed under certain circumstances to drive on the left side of the road to protect other road users, and (5) a complete streets pilot program established to address cycle tracks, barrier-protected bike lanes and bike-specific signals. This effort may be funded either through the Local Capital Improvement Fund or by establishment of a ten-million dollar demonstration project fund under which individual projects of varying size may be funded.

Statement of Purpose: 

To improve bicyclist safety and transportation options in Connecticut and demonstrate how to implement complete streets.
