AN ACT REQUIRING A STUDY OF THE USE OF MEDICAID TO COVER THE COST OF HEALTH INSURANCE FOR COLLEGE STUDENTS. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2015) The Department of Social Services, in collaboration with the Board of Regents for Higher Education and The University of Connecticut, shall study the effectiveness of (1) requiring state Medicaid to pay the cost of premiums for health insurance sponsored by a constituent unit, as defined in section 10a-1 of the general statutes, and provide supplemental health insurance coverage for students enrolled in a constituent unit who are (A) not covered by any other health insurance plan, and (B) eligible for state Medicaid benefits, and (2) prohibiting a student enrolled in a constituent unit from opting out of health insurance sponsored by such constituent unit for purposes of qualifying for state Medicaid benefits. Not later than January 1, 2016, the department shall report on such study, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and human services. Such report shall include recommendations about whether either option would be effective and, if so, which option would be most effective.
