AN ACT REQUIRING COMMUNITY NOTIFICATION OF NEW RESIDENTIAL FACILITIES FOR OFFENDERS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2015) The Commissioner of Correction or the commissioner's designee shall provide written notice to the chief executive officer of any municipality not less than thirty days prior to entering into an agreement between the Department of Correction and a provider operating a halfway house or other community residence to which the commissioner may release inmates, concerning the placement of such halfway house or other community residence in such municipality. The Commissioner of Correction shall hold a public hearing in the municipality where such halfway house or other community residence is proposed to be located prior to the commissioner entering into such agreement.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To provide notice and the opportunity to be heard to municipalities wherein a residential program for offenders is proposed to be located.
