Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 11-6 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2015): (a) The State Library shall maintain a collection of war records, which shall include classifications and indexes of all available material relating to Connecticut participation, public or private, in the First and Second World Wars. The collection shall be as complete and comprehensive as possible and cover not only the activities of the state, its subdivisions and agencies, but also of Connecticut agencies of the federal government, of organizations of private persons and of those individuals who were direct participants in said wars, whether as soldiers, sailors, aviators or otherwise. (b) The State Librarian shall establish and maintain a searchable electronic database located on the State Library's Internet web site for the purposes of providing public access to military records of Connecticut veterans. Such database shall be searchable by the surname of any such veteran and shall include military records from the Revolutionary War through the present within the State Librarian's possession. For the purposes of this section "military records" means (1) individual service records, including, but not limited to, dates of service, unit assignments and awards; and (2) records relating to the unit in which such individual served, including, but not limited to, after action reports and written narratives. Sec. 2. (NEW) (Effective October 1, 2015) The Military Department shall establish and maintain a searchable electronic database located on the Military Department's Internet web site for the purposes of providing public access to military records of veterans of the Connecticut National Guard. Such database shall be searchable by the surname of any such veteran and shall include military records from the Revolutionary War through World War II within the Military Department's possession. For the purposes of this section, "military records" means (1) individual service records, including, but not limited to, dates of service, unit assignments and awards; and (2) records relating to the unit in which such individual served, including, but not limited to, after action reports and written narratives. The Military Department shall redact from such records (A) Social Security numbers; (B) date of birth; (C) home address; and (D) any personally identifiable information if such disclosure would constitute a violation of the Health Insurance Portability and Accountability Act of 1996, as amended from time to time.
