AN ACT CONCERNING LONG-TERM CARE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) The Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study of long-term care needs to determine whether existing programs and strategies are sufficient.
(b) The study shall include, but not be limited to: (1) For calendar year 2015, the number of state residents sixty-five years of age or older; (2) for calendar year 2020, the projected number of state residents sixty-five years of age or older; (3) for calendar year 2015, the number of state residents with disabilities who required long-term care; (4) for calendar year 2020, the projected number of state residents with disabilities who will require long-term care; (5) for calendar years 2010 to 2015, inclusive, the number of residents removed from institutionalized settings to home and community-based settings under the Money Follows the Person demonstration project established pursuant to section 17b-369 of the general statutes; (6) for calendar years 2010 to 2015, inclusive, savings realized in state expenditures on long-term care related to the Money Follows the Person demonstration project; and (7) for calendar year 2020, the projected number of persons who shall require long-term care.
(c) Not later than July 1, 2017, the Commissioner of Social Services, in accordance with the provisions of section 11-4a of the general statutes, shall report the results of the study done pursuant to subsections (a) and (b) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to aging and human services. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.
