Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective July 1, 2016) The Commissioner of Social Services, in consultation with the Commissioner on Aging, shall study the utilization of technology to reduce costs to provide state-funded assistance to immobile or semi-ambulatory persons. Such technology shall include mobility systems that transfer immobile or semi-ambulatory persons from bed to wheelchair or commode. Not later than January 1, 2017, the Commissioner of Social Services shall file a report, in accordance with the provisions of section 11-4a of the general statutes, on the results of the study to the joint standing committees of the General Assembly having cognizance of matters relating to aging, human services and appropriations and the budgets of state agencies. The report shall include any estimated savings from the utilization of technology, including, but not limited to, reductions in (1) injuries to persons who receive state-funded assistance and staff who assist them, and (2) hospital or nursing home admissions and readmissions related to such injuries.
