AN ACT CREATING AN OFFICE OF OVERTIME ACCOUNTABILITY. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) Within available appropriations, there shall be established within the Office of Policy and Management an Office of Overtime Accountability.

(b) The Office of Overtime Accountability shall examine the overtime expenditures of state agencies and make recommendations to the Governor, the Secretary of the Office of Policy and Management, the Labor Commissioner and the General Assembly that are intended to reduce such expenditures.

(c) (1) Commencing October 1, 2016, and monthly thereafter, each state agency shall report to the Office of Overtime Accountability on its overtime expenditures for the previous month, including the amount of overtime expenditures per location, the type of overtime work that was undertaken and a detailed description of the need to incur such overtime expenditures.

(2) Not later than thirty days after receiving such reports on overtime expenditures, the Office of Overtime Accountability shall prepare and submit a compilation of such reports to the Governor, the Secretary of the Office of Policy and Management, the Labor Commissioner, the Legislative Office of Fiscal Analysis and, in accordance with the provisions of section 11-4a of the general statutes, the chairpersons and ranking members of the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and labor and public employees.

(d) Not later than July 1, 2017, and quarterly thereafter, the Office of Overtime Accountability shall submit a report with its assessment of the use of overtime by state agencies and its recommendations for ways to reduce the use of and reliance on overtime by state agencies, including any proposed legislation necessary to implement any recommended changes, to the Governor, the Secretary of the Office of Policy and Management, the Labor Commissioner, the Legislative Office of Fiscal Analysis and, in accordance with the provisions of section 11-4a of the general statutes, the chairpersons and ranking members of the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and labor and public employees.

Statement of Legislative Commissioners: 

In Subdiv. (2) of Subsec. (c) and in Subsec. (d), the entire name of the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees was added for accuracy.
