Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Department of Public Health shall establish a pilot program to incentivize privately owned businesses in the state to upgrade their facilities with equipment that exceeds the standards for accessible design developed pursuant to the provisions of the federal Americans with Disabilities Act of 1990, as amended from time to time. The pilot program shall include, but need not be limited to, incentives for such businesses to install automatically activated doors in at least one of their primary entrances to provide access to persons with physical disabilities. The Commissioner of Public Health shall develop criteria for acceptance into the pilot program and select not less than five businesses to participate in such program. The pilot program may be funded by state and private moneys. (b) Not later than January 1, 2018, the Commissioner of Public Health shall submit a report in accordance with the provisions of section 11-4a of the general statutes to the joint standing committee of the General Assembly having cognizance of matters relating to the public health that details: (1) The number of businesses participating in the pilot program; (2) the incentives provided to such businesses to upgrade their facilities; (3) the types of upgrades performed by such businesses; and (4) any recommendations to expand the pilot program.
