AN ACT CONCERNING THE RETURN OF PRESCRIPTION DRUGS TO PHARMACIES. 

Be it enacted by the Senate and House of Representatives in General Assembly convened: 

Section 1. (NEW) (Effective from passage) Not later than July 1, 2018, the Commissioner of Consumer Protection, with the advice and assistance of the Commission of Pharmacy, shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to allow not more than fifty retail locations during the first year and not more than an additional fifty retail locations in each year thereafter, at pharmacies licensed pursuant to chapter 400j of the general statutes, to accept and dispose of unused prescription drugs. Such regulations shall: (1) Comply with federal law regarding the acceptance and disposal of unused prescription drugs at pharmacies, (2) establish a tracking and monitoring system and security requirements for such drugs, and (3) specify locations within pharmacies where such drugs may be accepted and stored. The commissioner, after consulting with the Commissioner of Energy and Environmental Protection, shall establish a process in such regulations to ensure the secure removal and destruction of such unused prescription drugs including, but not limited to, allowing for optional prescription drug disposal agreements with law enforcement authorities.
