AN ACT CONCERNING A HIGHER EDUCATION DATA COLLECTION AND TRACKING SYSTEM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective January 1, 2018) (a) The Board of Regents for Higher Education, in consultation with The University of Connecticut and the Labor Department, shall, within available appropriations, collect data on sub-baccalaureate programs and wage earning and shall provide such data to a third-party vendor for the creation of an Internet web site that shall be known as Launch My Career Connecticut. Such Internet web site shall be made publically accessible on the Board of Regents for Higher Education's Internet web site to assist students and their families with making informed decisions concerning higher education and career choices. For the purposes of this section, "degree" means associate degree, bachelor's degree, master's degree and doctorate degree.

(b) The Board of Regents for Higher Education and The University of Connecticut shall collect information relating to sub-baccalaureate certificate and degree program completion, including, (1) the number of students that have completed a certificate or degree program; (2) the types of certificates or majors completed by such students; (3) the certificates or degrees earned by such students; (4) the institutions such students attended; and (5) the year of completion of such certificate or degree programs. Not later than January 1, 2018, and annually thereafter, the Board of Regents for Higher Education and The University of Connecticut shall provide such sub-baccalaureate completion information to the Labor Department. 

(c) Not later than January 1, 2018, and annually thereafter, the Labor Department shall collect wage information for students who have completed a sub-baccalaureate certificate or degree program, including the salary of such students one year after completion, five years after completion and ten years after completion. The Labor Department shall pair the wage information with the corresponding sub-baccalaureate completion information. Such paired information shall be provided to a third-party vendor in aggregate form and shall be made available on the Launch My Career Connecticut Internet web site.

(d) The Board of Regents for Higher Education, The University of Connecticut and the Labor Department may utilize existing data collection networks to implement the provisions of this section.

(e) Each public institution of higher education shall post a link to the Launch My Career Connecticut Internet web site on such institution's Internet web site.
