AN ACT CONCERNING A STUDY OF CERTAIN FORMER MEMBERS OF THE ARMED FORCES DISCHARGED DUE TO POST-TRAUMATIC STRESS DISORDER OR TRAUMATIC BRAIN INJURY.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective October 1, 2017) The Commissioner of Veterans Affairs shall conduct a study of (1) the prevalence in the state of former members of the armed forces, as defined in subsection (a) of section 27-103 of the general statutes, who were discharged or released under conditions other than dishonorable from active service as a result of a diagnosis of post-traumatic stress disorder or traumatic brain injury, and (2) the operational and financial feasibility of expanding eligibility for state veterans' benefits, services and other resources to any such former member of the armed forces. The commissioner shall report, in accordance with section 11-4a of the general statutes, the findings of such study to the joint standing committee of the General Assembly having cognizance of matters relating to veterans' and military affairs on or before January 1, 2018.

Statement of Purpose:
To require the Commissioner of Veterans Affairs to study the prevalence in this state of former members of the armed forces discharged or released under conditions other than dishonorable from active service as a result of a diagnosis of post-traumatic stress disorder or traumatic brain injury and the operational and financial feasibility of expanding state veterans' benefits, services and other resources to such former members.
