Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (a) of section 19a-16d of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2017): (a) Any person or entity, acting on behalf of a health care profession that seeks to establish a new scope of practice or change [a] the health care profession's scope of practice, may submit a written scope of practice request to the Department of Public Health not later than August fifteenth of the year preceding the commencement of the next regular session of the General Assembly. No person or entity shall submit a request for a change in a health care profession's scope of practice sooner than five years after the submittal of the health care profession's request to establish the scope of practice.
