AN ACT ESTABLISHING AN ANIMAL CRUELTY OFFENDER REGISTRY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to create an animal cruelty offender registry to be administered by the Judicial Department, that would be maintained for two years for first-time offenders and five years for repeat offenders, to require breeders and sellers of cats and dogs to check the registry before the sale or transfer of an animal and to provide that refusal to sell or transfer to an offender on the registry would be legally justified.

Statement of Purpose: 

To provide a registry database of convicted animal abusers that can be accessed and searched by law enforcement agencies in order to prevent continued animal abuse and to help deter crimes against persons.
