HOYDICK, 120th Dist. REP. O'DEA, 125th Dist. REP. O'NEILL, 69th Dist. AN ACT CONCERNING HOMICIDE BY SALE OF AN OPIOID CONTROLLED SUBSTANCE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 53a of the general statutes be amended to establish a crime of homicide by sale of an opioid controlled substance that results in the death of the person who purchased the substance from the dealer. Statement of Purpose: To protect the public by holding drug dealers liable for dealing drugs that result in the death of the user.
