AN ACT CONCERNING HEROIN POSSESSION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 21a of the general statutes be amended to make first-time heroin possession a class D felony.
Statement of Purpose:
To make first-time possession of heroin a felony.
