AN ACT CONCERNING THE OVERALL SAFETY MANAGEMENT AND SOCIAL AND EMOTIONAL WELL-BEING OF STUDENTS WITH LIFE-THREATENING FOOD ALLERGIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 10 of the general statutes be amended to create a comprehensive and strategic protocol to protect children with life-threatening food allergies in schools, including, but not limited to, the following: (1) Authorizations for students to self-carry an automatic prefilled cartridge injector containing epinephrine shall be made separate from the authorization to self-administer such injector; (2) the prohibition of food celebrations or rewards; (3) integration of food-allergy awareness into school climate and well-being programs, including the provision of information to the entire family community regarding allergy awareness, management and acceptance; (4) standardized annual training for all school staff concerning food-allergy awareness and management that is targeted at specific roles and includes a review of the district's allergy plan, allergy awareness protocols, food allergy bullying, harassment and shaming and the school's emergency response to anaphylaxis, including an opportunity for in-person review of training topics; and (5) the elimination of the ability for a parent or guardian to prohibit the administration of epinephrine to a student. Statement of Purpose: To create a comprehensive and strategic protocol to protect children with life-threatening food allergies.
