DEVLIN, 134th Dist. REP. HOYDICK, 120th Dist. AN ACT CONCERNING RETROACTIVE MEDICAID COVERAGE FOR HOME-CARE CLIENTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 17b-342 of the general statutes be amended to require the Commissioner of Social Services, in accordance with 42 CFR 435.915, to provide payments for Medicaid-eligible services for home-care clients retroactive not more than ninety days before such clients applied for such assistance, provided such client has not made a transfer of assets for less than fair market value in the sixty months before applying. Statement of Purpose: To provide Medicaid coverage retroactively for eligible home-care clients in accordance with federal law.
