Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective July 1, 2017) (a) There is established a task force to study strategies for the improvement of relationships between residents of child care facilities licensed by the Department of Children and Families and residents of the municipalities in which such facilities are located. The task force shall consider (1) requirements pertaining to the timely reporting of missing residents of such facilities to police by such facilities' personnel and the provision of notice to residents of such municipalities by such personnel when residents of such facilities are missing, (2) the establishment of a telephone hotline for the purpose of reporting problems or incidents relating to such facilities or residents of such facilities to such department, (3) the benefit of requiring such department to conduct searches for outstanding arrest warrants associated with individuals being considered for placement in such facilities, (4) the benefit of increased training for such facilities' personnel, (5) methods of decreasing the utilization of police and ambulance services by such facilities and residents of such facilities, (6) the benefit of the imposition of penalties on such facilities for the excessive violation of municipal nuisance ordinances by residents of such facilities, and (7) the benefit of increasing the frequency of community events held for the mutual benefit of residents of such facilities and residents of such municipalities. (b) The task force shall consist of the following members: (1) Two appointed by the speaker of the House of Representatives, one of whom shall be the director of a child care facility licensed by the Department of Children and Families and one of whom shall be a state or municipal police officer; (2) Two appointed by the president pro tempore of the Senate, one of whom shall have expertise in emergency medical services and one of whom shall be a representative of the Connecticut Conference of Municipalities; (3) Two appointed by the Republican president pro tempore of the Senate, one of whom shall be the chief executive officer of a municipality in which a child care facility licensed by the Department of Children and Families is located and one of whom shall be a representative of the Connecticut Council of Small Towns; (4) The Commissioner of Children and Families, or the commissioner's designee; (c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority. (d) The speaker of the House of Representatives, president pro tempore of the Senate and Republican president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section. (e) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to children shall serve as administrative staff of the task force. (f) Not later than January 1, 2018, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to children, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2018, whichever is later.
