AN ACT CONCERNING PROVISION OF LONG-TERM BIRTH CONTROL TO HUSKY AND MEDICAID RECIPIENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to require the Commissioner of Social Services to reallocate eight hundred thousand dollars in Medicaid funding to a pilot program offering free, reversible birth control implants to one thousand HUSKY and Medicaid recipients in order to (1) replicate successful programs in Colorado and St. Louis, Missouri, (2) reduce Medicaid expenditures by five dollars and eighty-five cents for every one dollar spent on the program, and (3) provide improved outcomes for Connecticut children.

Statement of Purpose: 

To improve outcomes for HUSKY and Medicaid recipients and save Medicaid dollars by offering long-term birth control.
