AN ACT CONCERNING LEGISLATIVE PROCEDURES FOR BUDGET AND REVENUE RELATED BILLS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) require any emergency certified budget or revenue related bill to be made publicly available not less than seventy-two hours before being presented for a vote on the House or Senate floor, (2) prohibit any vote being taken on a proposed state budget and any proposed legislation to implement the state budget or revenue related bill between the hours of 11:59 p.m. and 9:00 a.m., and (3) prohibit such requirement and prohibition from being suspended without the approval of a vote of at least three-quarters of the members of each chamber of the General Assembly. Statement of Purpose: To provide appropriate notice to members of the General Assembly and the public prior to votes on budget and revenue related bills.
