AN ACT WAIVING CERTAIN VETERANS' RESIDENCY REQUIREMENTS TO PARTICIPATE IN THE STEP-UP PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 31-3pp of the general statutes be amended to provide that an honorably discharged veteran may be considered a "new employee" for purposes of the Subsidized Training and Employment program, regardless of any such veteran's residency in a municipality that has (1) an unemployment rate that is equal to or higher than the state unemployment rate as of September 1, 2011, or (2) a population of eighty thousand or more.

Statement of Purpose: 

To permit veterans to participate in the state's Subsidized Training and Employment program regardless of their residency.
