CAMILLO, 151st Dist. REP. FLOREN, 149th Dist. REP. BOCCHINO, 150th Dist. SEN. FRANTZ, 36th Dist. AN ACT SETTING STANDARDS FOR USING OPIOID ANALGESICS IN THE TREATMENT OF CHRONIC PAIN. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to set forth standards for using opioid analgesics in the treatment of chronic pain, including, but not limited to, standards concerning (1) patient evaluation and risk stratification, (2) development of treatment plans and goals, (3) informed consent and treatment agreements, (4) initiating an opioid trial, (5) ongoing monitoring and adaptation of the treatment plans when necessary, (6) periodic and unannounced drug testing, (7) adapting treatment, (8) consultation and referral, (9) discontinuing opioid therapy, (10) medical records, (11) compliance with controlled substance laws and regulations, and (12) appropriate management of pain, including adequate attention to initial assessment to determine if opioids are clinically indicated and to determine the risks associated with their use, adequate monitoring throughout opioid use, adequate attention to patient education and informed consent, justified dose escalation with attention to risks or alternative treatments, avoiding excessive reliance on opioids for chronic pain management and utilization of available tools for risk management. Statement of Purpose: To set standards for using opioid analgesics in the treatment of chronic pain.
