AN ACT CONCERNING THE DISTRIBUTION OF EDUCATION COST-SHARING GRANT FUNDS AND THE GRANTING OF WAIVERS ACCORDING TO A TOWN'S DISTRICT REFERENCE GROUP.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That title 10 of the general statutes be amended to require the Comptroller to distribute equalization aid grant funds and the Department of Education to grant waivers from state education mandates according to a town's district reference group, as classified by the Department of Education, in the following manner: (1) Towns in district reference group I shall receive the greatest per pupil amount of equalization aid grant funds and shall not be granted any state education mandate waivers, (2) towns in district reference group H shall receive the second greatest per pupil amount of equalization aid grant funds and shall not be granted any state education mandate waivers, (3) towns in district reference group G shall receive the third greatest per pupil amount of equalization aid grant funds and shall not be granted any state education mandate waivers, (4) towns in district reference group F shall receive the fourth greatest per pupil amount of equalization aid grant funds and shall not be granted any state education mandate waivers, (5) towns in district reference group E shall receive the fifth greatest per pupil amount of equalization aid grant funds and shall be granted one waiver from state education mandates, (6) towns in district reference group D shall receive the fourth fewest per pupil amount of equalization aid grant funds and shall be granted two waivers from state education mandates, (7) towns in district reference group C shall receive the third fewest per pupil amount of equalization aid grant funds and shall be granted three waivers from state education mandates, (8) towns in district reference group B shall receive the second fewest per pupil amount of equalization aid grant funds and shall be granted four waivers from state education mandates, and (9) towns in district reference group A shall receive the fewest per pupil amount of equalization aid grant funds and shall be granted five waivers from state education mandates.
Statement of Purpose:
To distribute education cost-sharing grant funds and grant waivers from state education mandates according to a town's district reference group.
