AN ACT CONCERNING THE MINIMUM BUDGET REQUIREMENT AND ESTABLISHMENT OF MILL RATES BY LOCAL BOARDS OF EDUCATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to permit (1) school districts to reduce budgeted appropriations for education by not more than one-half of one per cent of the school district's budgeted appropriation for education when a school district experiences a decline in the number of resident students, and (2) permit municipalities, by charter provision or referendum, to authorize local boards of education to establish separate mill rates for the purpose of funding local public education. Statement of Purpose: To permit school districts to reduce their minimum budget requirements in an amount that reflects a decline in student enrollment and to permit local boards of education to establish separate mill rates to fund local public education.
