AN ACT CONCERNING MENTAL HEALTH SERVICES FOR VETERANS AND MEMBERS OF THE ARMED FORCES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective October 1, 2017) The Commissioner of Mental Health and Addiction Services, in consultation with the Commissioner of Veterans Affairs, shall (1) conduct a study to identify (A) the mental health needs of veterans and members of the armed forces in this state, and (B) mental health programs and services available to such veterans and members through state agencies, community organizations and other nonprofit entities, and (2) make recommendations to such agencies, organizations and entities concerning allocation of their resources to better address the mental health needs of such veterans and members. The commissioners shall jointly report, in accordance with the provisions of section 11-4a of the general statutes, the findings of such study and any such recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to public health and veterans' and military affairs on or before January 1, 2018.

Statement of Purpose: 

To require the Commissioner of Mental Health and Addiction Services and the Commissioner of Veterans Affairs to study the mental health needs of veterans and members of the armed forces in this state and the programs and services available to such veterans and members, and make recommendations to state agencies, community organizations and nonprofit entities concerning allocation of resources to address such mental health needs.
