AN ACT CONCERNING CLINICAL PLACEMENTS FOR IN-STATE MEDICAL STUDENTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective July 1, 2017) The Department of Public Health shall convene a working group consisting of representatives from said department, the Connecticut State Medical Society, the Connecticut Hospital Association, The University of Connecticut School of Medicine, Quinnipiac University School of Medicine and Yale University School of Medicine to develop criteria for the placement of medical students in a clinical clerkship program at hospitals in the state. Such criteria shall include, but not be limited to, (1) minimum academic credentials and quality standards for the placement of medical students in a clinical clerkship program at hospitals in the state, which credentials and standards are designed to protect public health and safety at such hospitals and ensure a high quality physician workforce in the state, and (2) other criteria designed to promote the state's legitimate interest in ensuring sufficient education and clinical placement opportunities for in-state medical students for the purposes of meeting the state's future health care workforce and public health needs. Not later than February 1, 2018, the working group shall report, in accordance with the provisions of section 11-4a of the general statutes, regarding such placement criteria to the joint standing committee of the General Assembly having cognizance of matters relating to public health.
