AN ACT CONCERNING WATER USAGE AND CONSERVATION DURING DROUGHT CONDITIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2017) Notwithstanding the provisions of section 25-32d of the general statutes, any water supply plan submitted and approved pursuant to said section of the general statutes, the Connecticut Drought Preparedness and Response Plan or any water use restriction ordinance, during any period of water use restriction implemented by a municipality due to a drought advisory, such municipality shall specify on the Internet web site of such municipality specific measures or activities that residential, commercial and industrial users may take or refrain from to achieve a ten per cent voluntary reduction in water use. During a drought (1) watch, (2) warning, or (3) emergency, any such municipality shall require mandatory water use restrictions to achieve a (A) twenty, (B) thirty-five, and (C) fifty per cent reduction, respectively, in water use by residential, commercial and industrial users and shall specify on the Internet web site of such municipality activities that are prohibited during such drought watch, warning or emergency and specific measures that each such category of user shall take to achieve the requisite water use reduction.

Statement of Purpose: 

To require municipalities to post on their Internet web sites specific measures to be taken and activities that are prohibited during drought-related water use restriction phases and to require earlier mandatory water use restrictions during such phases that achieve a greater reduction in water use.
