REP. FERRARO, 117th Dist. SEN. WINFIELD, 10th Dist. AN ACT CONCERNING ESTABLISHING A STATE-WIDE PLAN AND PROCESS FOR SITING SMALL CELL CANISTER ANTENNA AND DISTRIBUTED ANTENNA SYSTEMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 16 of the general statutes be amended to require: (1) The Connecticut Siting Council to establish a state-wide plan and process for siting small cell canister antenna and distributed antenna systems in public rights-of-way; (2) That such process includes participation by the municipality where such small cell canister antenna and distributed antenna systems are proposed to be sited; (3) The Connecticut Siting Council to submit the state-wide plan and process to the joint standing committee of the General Assembly having cognizance of matters relating to telecommunications; (4) That such committee disapprove, approve or approve with amendments the state-wide plan and process, provided if the committee takes no action within thirty days of submission, the state-wide plan and process shall be deemed approved; and (5) That a moratorium be placed on all dockets and petitions relating to small cell canister antenna and distributed antenna systems until such time as the state-wide plan and process are approved. Statement of Purpose: To require a state-wide plan and process for siting small cell canister antenna and distributed antenna systems.
