AN ACT CONCERNING ACCESS TO ORIGINAL CERTIFICATES BY ADULT ADOPTED PERSONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) require the Department of Public Health to issue an uncertified copy of an original certificate of birth to every adopted person who is eighteen years of age or older or to his or her child or grandchild, regardless of when the adoption was finalized, and (2) permit an adopted person who is eighteen years of age or older and whose adoption was finalized in the state, but who was unable to obtain, despite the good faith efforts of the Department of Public Health, an uncertified copy of an original certificate of birth for reasons including, but not limited to, the person being born outside of the state, to petition a court of competent jurisdiction or the child-placing agency involved in such person's adoption for the identifying information, where available, of the birth parents that appeared on such person's original birth certificate.

Statement of Purpose: 

To restore the right of every adopted adult resident to obtain a copy of his or her original birth certificate or, in certain circumstances, the identifying information of such person's birth parents contained on such certificate.
