Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 29-254a of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2017): (a) Any person who violates any provision of the State Building Code shall be fined not less than two hundred dollars or more than one thousand dollars or imprisoned not more than six months, or both. (b) In any municipality with a population of seventy-five thousand or more, any person who commences work on a building or structure or electrical, gas, mechanical or plumbing system before obtaining the necessary permits shall be subject to a fee established by the building official that shall be in addition to the required permit fees.
