AN ACT CONCERNING RETIREMENT BENEFITS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to: (1) Prohibit the time during which a former state employee, or any person eligible to receive state-sponsored retirement benefits, earns severance pay from counting as state service for the purposes of vesting; (2) prohibit severance pay from being counted as earnings for the purposes of calculating any state retirement benefits; and (3) make the prohibitions in subdivisions (1) and (2) of this act applicable to any unclassified employee or individual not covered by a collective bargaining agreement and to any collective bargaining agreement entered into on or after the effective date of this act.

Statement of Purpose: 

To prohibit time spent earning severance pay from counting as state service for the purposes of vesting in state retirement benefits and prohibit such severance pay earnings from impacting retirement benefit calculations.
