AN ACT ESTABLISHING A TAX DEDUCTION FOR CONTRIBUTIONS TO A CITIZENS IN NEED ACCOUNT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) establish a citizens in need account to (A) pay for social services that have been reduced or eliminated due to budgetary constraints, and (B) receive voluntary taxpayer contributions, and (2) permit contributions to said account to be eligible for a two hundred per cent deduction toward the calculation of taxable income for state income tax purposes.

Statement of Purpose: 

To provide tax relief while restoring social services that have been reduced or eliminated due to budgetary constrictions.
