AN ACT CONCERNING THE PROMOTION OF TRANSFER AND ARTICULATION AGREEMENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 10a-157 of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2018):

(a) [Not later than July 1, 2013, the regional community-technical college system and the Connecticut State University System shall] Each public and independent institutions of higher education may develop and implement a general education core of common courses for which not fewer than thirty academic credits shall be offered [by each such constituent unit] as part of [its liberal arts and sciences programs and any other degree program designated as] a course transfer program. [A student who graduates from any such liberal arts and sciences program or transfer program or transfers from such program to another of such constituent units or to another institution within the same constituent unit shall transfer any credits earned while enrolled in such program toward the general education core curriculum requirements of the constituent unit to which such student transfers] Any credit earned at a public or independent institution of higher education that is offered as part of such course transfer program shall transfer and satisfy the course requirements at any other public or independent institution of higher education.

(b) Teaching faculty from the [regional community-technical college system and the Connecticut State University System, elected pursuant to a uniform, system-wide election by the faculty senates representing each of such constituent units,] public and independent institutions shall be included in the development and implementation of the general education core of common courses. 

Sec. 2. (NEW) (Effective July 1, 2018) The Office of Higher Education shall establish the CONNect Four program. The CONNect Four program shall promote existing transfer and articulation agreements developed between the regional community-technical colleges and four-year public and independent institutions of higher education through a state-wide marketing campaign and the creation of the CONNect Four Internet web site. The CONNect Four Internet web site shall include the terms of the transfer and articulation agreements and allow for users to compare said agreements. Each public institution of higher education shall include a direct link on its Internet web page to the CONNect Four Internet web page.
