General Assembly Substitute Bill No. 997 January Session, 2017 *_____SB00997ENV___032317____* General Assembly Substitute Bill No. 997 January Session, 2017 *_____SB00997ENV___032317____* AN ACT CONCERNING CONNECTICUT'S KELP INDUSTRY AND THE STATE'S NITROGEN CREDIT EXCHANGE PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) Not later than February 1, 2018, the Nitrogen Credit Advisory Board, established pursuant to section 22a-523 of the general statutes, shall develop a recommendation for the utilization of kelp grown in the state for nitrogen removal construction projects under the nitrogen credit exchange program established pursuant to section 22a-524 of the general statutes. Upon review and approval of such recommendation, the Commissioner of Energy and Environmental Protection may establish a policy, pursuant to subdivision (12) of subsection (b) of section 22a-524 of the general statutes, for the use of kelp grown in the state in such nitrogen removal construction projects.
