AN ACT CONCERNING THE SOLICITATION OF HIGH-PRIORITY REGULATORY CONCERNS BY THE COMMISSIONER OF ENERGY AND ENVIRONMENTAL PROTECTION FROM A STATE-WIDE BUSINESS ORGANIZATION. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) Not later than December 1, 2017, and annually thereafter until December 1, 2022, the Commissioner of Energy and Environmental Protection shall solicit from a state-wide organization that represents businesses based in the state, three regulatory programs that such organization deems to be of high priority and to require the modification, repeal or replacement of regulations issued pursuant to a provision of title 22a of the general statutes.

(b) Not later than ninety days after receipt of the responses received pursuant to subsection (a) of this section, the commissioner shall meet with businesses affected by the regulations identified pursuant to subsection (a) of this section. 

(c) Not later than one hundred eighty days following receipt of the responses received pursuant to subsection (a) of this section, within available appropriations, the commissioner shall provide the joint standing committees of the General Assembly having cognizance of matters relating to the environment and commerce and the Regulations Review Committee with a summary of the responses received pursuant to subsection (a) of this section and a summary of the discussion conducted pursuant to subsection (b) of this section in addition to any plan of the Department of Energy and Environmental Protection to address the concerns relating to the regulatory programs identified pursuant to subsection (a) of this section.
