Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2018) Notwithstanding any provision of the general statutes, special act, municipal charter or ordinance, a municipal planning commission, zoning commission or combined planning and zoning commission may, by majority vote of such commission, require a contractor who, (1) has an application pending before such commission, and (2) in the determination of such commission, has an objective record of prior poor performance with respect to building projects, to post bond in an amount and duration specified by such commission.
