AN ACT CONCERNING THE PROTECTION OF CONNECTICUT'S WATER, AIR AND NATURAL RESOURCES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective from passage) Not later than January 1, 2019, in accordance with section 11-4a of the general statutes, the Commissioner of Energy and Environmental Protection shall report to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on the need to increase fines for water, air and natural resource pollution, including, but not limited to, littering, in order to protect the state's natural resources.
This act shall take effect as follows and shall amend the following sections:
