AN ACT REQUIRING INTERNET SERVICE PROVIDERS THAT ARE 
STATE CONTRACTORS TO ADOPT A NET NEUTRALITY POLICY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 16 of the general statutes be amended to require any 1 
Internet service provider that is a state contractor to adopt a net 2 
neutrality policy that includes requirements that such state contractor: 3 
(1) Shall not block lawful content, applications, services or 4 
nonharmful devices, subject to reasonable network management that is 5 
disclosed to the consumer; 6 
(2) Shall not impair or degrade lawful Internet traffic on the basis 7 
Internet content, application or service or use of a nonharmful device, 8 
subject to reasonable network management that is disclosed to the 9 
consumer; 10 
(3) Shall not engage in paid prioritization, or accept any 11 
consideration to manage its network in a way that benefits particular 12 
content, applications, services or devices; and 13  Proposed Bill No.   5016

(4) Shall publicly disclose accurate information regarding the 14 
network management practices, performance and commercial terms of 15 
its broadband Internet access services sufficient for consumers to make 16 
informed choices regarding the use of such services. 17 
Statement of Purpose:   
To require Internet service providers that are state contractors to adopt 
a net neutrality policy.
