LCO No. 4852 1 of 3 General Assembly Committee Bill No. 5053 January Session, 2019 LCO No. 4852 Referred to Committee on LABOR AND PUBLIC EMPLOYEES Introduced by: (LAB) AN ACT ESTABLISHING A TASK FORCE TO INCREASE EMPLOYMENT OPPORTUNI TIES FOR PERSONS REC OVERING FROM SUBSTANCE ABUSE . Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to investigate strategies to increase employment opportunities for 2 persons recovering from substance abuse. 3 (b) The task force shall consist of the following members: 4 (1) Two appointed by the speaker of the House of Representatives; 5 (2) Two appointed by the president pro tempore of the Senate; 6 (3) One appointed by the majority leader of the House of 7 Representatives; 8 (4) One appointed by the majority leader of the Senate; 9 (5) One appointed by the minority leader of the House of 10 Representatives; 11 Committee Bill No. 5053 LCO No. 4852 2 of 3 (6) One appointed by the minority leader of the Senate; and 12 (7) Two persons appointed by the Governor. 13 (c) Any member of the task force appointed under subdivision (1), 14 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 15 of the General Assembly. 16 (d) All appointments to the task force shall be made not later than 17 thirty days after the effective date of this section. Any vacancy shall be 18 filled by the appointing authority. 19 (e) The speaker of the House of Representatives and the president 20 pro tempore of the Senate shall select the chairpersons of the task force 21 from among the members of the task force. Such chairpersons shall 22 schedule the first meeting of the task force, which shall be held not 23 later than sixty days after the effective date of this section. 24 (f) The administrative staff of the joint standing committee of the 25 General Assembly having cognizance of matters relating to labor shall 26 serve as administrative staff of the task force. 27 (g) Not later than January 1, 2020, the task force shall submit a 28 report on its findings and recommendations to the joint standing 29 committee of the General Assembly having cognizance of matters 30 relating to labor, in accordance with the provisions of section 11-4a of 31 the general statutes. The task force shall terminate on the date that it 32 submits such report or January 1, 2020, whichever is later. 33 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To increase employment opportunities for persons recovering from substance abuse.
