AN ACT REQUIRING INSTITUTIONS OF HIGHER EDUCATION TO
ESTABLISH A POLICY REGARDING FREE SPEECH ON CAMPUS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That chapter 185 of the general statutes be amended to require 1
public and independent institutions of higher education to establish a 2
policy regarding free speech on campus that is in accordance with 3
federal and state constitutional protections. 4
Statement of Purpose:
To require institutions of higher education to establish a policy
regarding free speech on campus.
