AN ACT CONCERNING ME ETINGS OF BOARDS OF POLICE 
COMMISSIONERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-275 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2019): 2 
(a) The board of police commissioners shall elect one of its number 3 
to be chairman and one member to be clerk and shall hold regular 4 
meetings and keep records of the same. Meetings shall be held upon 5 
the call of the chairman or of a majority of the members of the board. A 6 
majority of the members of the board shall constitute a quorum. In the 7 
event of any vacancy upon the board, the board of selectmen shall 8 
have authority by majority vote to fill such vacancy until the next town 9 
election, at which election a member shall be elected for the unexpired 10 
portion of the term.  11 
(b) Notwithstanding any provision of a municipal charter or 12 
ordinance or special act, no town, city or borough may place 13 
requirements on the time or place of a meeting of a board of police 14 
commissioners other than as provided in the Freedom of Information 15    
Committee Bill No.  5149

Act, as defined in section 1-200. 16 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 7-275 
 
Statement of Purpose:   
To prohibit nonstatutory restrictions on meetings of boards of police 
commissioners.
