AN ACT CONCERNING TH E REGULATION OF FIREAR MS BY 
MUNICIPALITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) No municipality may 1 
regulate, restrict, prohibit or affect the ownership, possession, use, 2 
purchase, sale, transportation or transfer of firearms or components for 3 
firearms, nor may any municipality maintain or enact any ordinance or 4 
regulation which in any way regulates, restricts, prohibits or affects the 5 
ownership, possession, use, purchase, sale, transportation or transfer 6 
of such firearms or components except as otherwise provided in state 7 
or federal law. 8 
(b) The matters described in subsection (a) of this section are under 9 
the exclusive jurisdiction of the state and federal government, and the 10 
laws relating to such matters are intended to fully occupy the areas 11 
described and preempt any city or town, or any political subdivision of 12 
a city or town from legislating on such matters except when expressly 13 
permitted by the state. 14 
(c) A municipality shall not define any activity related to firearms as 15

constituting a public nuisance or as being detrimental to public health 16 
and safety. 17 
(d) The provisions of this section shall supersede any inconsistent 18 
ordinances or regulations enacted by a municipality. 19 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section

To prohibit the regulation of firearms by municipalities.
