LCO No. 3376 1 of 2 General Assembly Committee Bill No. 5314 January Session, 2019 LCO No. 3376 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT PROHIBITING THE RELEASE OF HELIUM BA LLOONS INTO THE ATMOSPHERE. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 26-25c of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective October 1, 2019): 2 (a) No person, nonprofit organization, firm or corporation, 3 including the state and its political subdivisions, shall knowingly 4 release, organize the release of or intentionally cause to be released 5 into the atmosphere [within a twenty-four-hour period ten or more] 6 helium or other lighter-than-air gas balloons in the state. 7 (b) Any violation of subsection (a) of this section shall be an 8 infraction. 9 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2019 26-25c Committee Bill No. 5314 LCO No. 3376 2 of 2 Statement of Purpose: To address the environmental harm caused to Long Island Sound and other waterways from the intentional release of helium balloons.
