AN ACT ESTABLISHING A MUNICIPAL OPTION TO PROVIDE 
PROPERTY TAX RELIEF TO RESIDENTS WHO ARE UNABLE TO 
LIVE IN THEIR HOMES DUE TO A NATURAL DISASTER OR 
EVACUATION ORDER. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) Notwithstanding the 1 
provisions of section 12-64a of the general statutes, any municipality 2 
may, by vote of its legislative body, establish a program to provide 3 
property tax relief for residents of such municipality who are unable to 4 
live in residential real property owned and occupied by such residents 5 
due to (1) damage to such property caused by a natural disaster, or (2) 6 
displacement from such property caused by an evacuation order or the 7 
declaration of a state of emergency or disaster under the provisions of 8 
state or federal law. 9 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To permit municipalities to establish programs of property tax relief 
for residents unable to live in their homes due to a natural disaster or 
an evacuation order or declaration of a state of emergency or disaster.
