AN ACT CONCERNING THE COUNTING OF INCARCERATED PERSONS FOR PURPOSES OF DETERMINING LEGISLATIVE DISTRICTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the adjustment of 1 federal decennial census figures to count an incarcerated person as 2 residing at her last known residential address instead of at the 3 correctional facility in which such person is incarcerated. 4 Statement of Purpose: To provide for the adjustment of population data so as to count incarcerated persons as residents of their last town of residence rather than as residents of the town in which the correctional facility is located.
