AN ACT ESTABLISHING A DRY LAND WATER SAFETY 
INSTRUCTION PILOT PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) For the fiscal years ending June 1 
30, 2020, and June 30, 2021, there is established a dry land water safety 2 
instruction pilot program. The pilot program shall be administered by 3 
the Commission on Women, Children and Seniors, and shall provide 4 
dry land water safety instruction to children in not more than fifteen 5 
municipalities in the state. Municipalities shall be chosen for 6 
participation in the pilot program based on the lack of availability of 7 
public school swimming facilities and water safety education 8 
programs in such municipalities, and priority shall be given to 9 
municipalities with high concentrations of minority populations that 10 
lack such facilities and programs.  11 
(b) Not later than January 1, 2022, the Commission on Women, 12 
Children and Seniors shall report, in accordance with the provisions of 13 
section 11-4a of the general statutes, on the implementation of the pilot 14 
program to the joint standing committee of the General Assembly 15 
having cognizance of matters relating to children. Such report shall 16

evaluate the effectiveness of the pilot program and include 17 
recommendations for legislation concerning a state-wide 18 
implementation of the pilot program. 19 
This act shall take effect as follows and shall amend the following 
sections:

children in not more than fifteen municipalities.
