AN ACT CONCERNING TH E USE OF CONTRACTORS BY TH E 
DEPARTMENT OF MOTOR VEHICLES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (b) of section 14-41 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective from 2 
passage): 3 
(b) (1) An original operator's license shall expire within a period not 4 
exceeding six years following the date of the operator's next birthday. 5 
The fee for such license shall be seventy-two dollars. 6 
(2) The commissioner may authorize [a contractor] contractors, 7 
including, but not limited to, [an] automobile [club or association] 8 
clubs or associations, licensed in accordance with the provisions of 9 
section 14-67, [on or before July 1, 2007, or any municipality] new car 10 
dealers, used car dealers, repairers or limited repairers, licensed in 11 
accordance with section 14-52, or municipalities, to issue duplicate 12 
licenses and identity cards pursuant to section 14-50a, renew licenses, 13 
renew identity cards issued pursuant to section 1-1h and conduct 14 
registration transactions at the [office] offices or facilities of such 15

contractors or municipalities. The commissioner may authorize such 16 
contractors and municipalities to charge a convenience fee, which shall 17 
not exceed eight dollars, to each applicant for a license or identity card 18 
renewal or duplication, or for a registration transaction.The 19 
commissioner shall adopt regulations, in accordance with the 20 
provisions of chapter 54, to establish qualifications, training 21 
requirements, security requirements and performance standards for 22 
such contractors and municipalities to issue duplicate licenses and 23 
identity cards, renew licenses and identity cards and conduct 24 
registration transactions. Not later than January 1, 2020, and annually 25 
thereafter, the commissioner shall submit a report, in accordance with 26 
the provisions of section 11-4a, to the joint standing committee of the 27 
General Assembly having cognizance of matters relating to 28 
transportation on the status and progress of authorizing such 29 
contractors and municipalities pursuant to the provisions of this 30 
subdivision.31 
This act shall take effect as follows and shall amend the following 
sections:

To promote efficiencies by privatizing services currently provided by 
the Department of Motor Vehicles.
