AN ACT CONCERNING POLITICAL ADVERTISING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (k) of section 9-621 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 2 
1, 2019): 3 
(k) (1) Any disclaimer required to be on the face of a written, typed 4 
or other printed communication pursuant to the provisions of this 5 
section shall be printed in no smaller than eight-point type of uniform 6 
font when such disclaimer is on a communication contained in a flyer 7 
or leaflet, newspaper, magazine or similar literature, or that is 8 
delivered by mail. 9 
(2) In the case of a clearly identifiable photographic or similar 10 
image, or an illustration, of a candidate appearing in any 11 
communication that promotes the success or defeat of such candidate's 12 
campaign for nomination or election, which image has been altered in 13 
any way, any disclaimer required to be on the face of such 14 
communication pursuant to the provisions of this section shall also 15

conspicuously state that such image or illustration has been so altered. 16 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 9-621(k) 
 
Statement of Purpose:   
To require alterations to photos or illustrations in political advertising 
to be clearly highlighted in the disclaimer.

except that when the entire text of a bill or resolution or a section of a bill or resolution is new, it is 
not underlined.]
