AN ACT CONCERNING CAMPAIGN CONSULTANTS AND USE OF 
FUNDS UNDER THE CITIZENS' ELECTION PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 9 of the general statutes be amended to provide that any 1 
consultant for which the candidate committee of a candidate 2 
participating in the Citizens' Election Program makes payment, in the 3 
aggregate, of fifteen per cent or more of such committee's grant under 4 
said program shall register with the State Elections Enforcement 5 
Commission and file a written affidavit certifying that such consultant 6 
intends to abide by the expenditure limits under said program. 7 
Statement of Purpose:   
To increase transparency with regard to political campaigns' use of 
Citizens' Election Program funds.
